Why is my internet usage different on different programmes?

Hallo everyone

I’m creating this thread to find out why my internet usage is so much different on different programmes. For example, when I download windows updates the max data usage my PC uses is 0.9Mbps, but when I watch YouTube videos(using Google Chrome) it uses all the available bandwidth which is 4Mbps (Not at the same time, each one running completely alone.) Is this normal? Is there a way that I can let other programs use all the bandwidth as well?

Any explanation on this would be appreciated.

because there are 2 end. the source and destination. and you don't control that source
