Gaming monitor advice

I've got my pc parts picked but I have no idea what monitor to get. I would like it to be cheap because I went over my budget on the pc but it pretty much just needs to be 1080p 16:9 with 5ms or less reaction time if possible

I have the last one on this list (two of them); but I bought them in the US for $88.99 USD apiece. Solid monitors.

Do I need an ips monitor? I was told I should get one.

IPS looks nicer, but if you are strapped for cash then it's not absolutely necessary. I have both and while the difference is there, it's not to such a degree where I'm constantly noticing it.
