Internet and windows 10

I recently installed Windows 10 and want to connect to the Internet with ano Internet tongle... I have to buy data and don't want windows and apps using up my data... how can I make it so that windows 10 can be connected to the Internet without using the network?

You go>settings>update and security>update settings

and choose metered connection.
