How can i remove compattelrunner.exe permanently

I Found that a process called compattelrunner.exe is responsible for causing 100% disk usage on my PC but I can only temporarily disable it by pasting a command into my CMD. Whenever I reboot I have to disable it how can I remove this buggy app from my PC so that it won't cause me to have 100% disk usage whenever its running?

I got a solution that's kinda working. Disk usage does peak to 100 every now and again though.
