Fresh Start made my laptop act weird

So I used the Fresh Start feature on windows defender after that my laptop start acting weirdly, all of the utility apps were gone,opening network won't show available networks,start menu won't open, and I feel like it became slow instead of being snappy. Also I deleted files over Appdata and cleaned up all windows.old files through windows cleanup.

Fresh start reinstalls win 10 like its a brand new PC, but keeps your files and settings, so you may need to install all the apps again.

I don't even know what difference between fresh start and reset is - they seem to blend as one form of reset saves files and settings as well.

Your personal files and some settings are always retained in this option. Take note that apps you installed will be removed along with Office, third-party anti-virus software, and pre-installed desktop apps.

That last one is key about Fresh start because this includes OEM software that is pre-installed on many devices out of the box.
