GTX 1070 / i5 7600 bad performance

Hi,
I have been reading a lot of threads about GTX 1070 performing poorly, and I have tried quite a lot of things I have found on the internet.
My specs:

CPU: i5 7600 (non-k) @3.5GHz
MB: Asus Rog Strix Z270F
GPU: MSI GTX 1070 Seahawk X 8GB
Ram: Kingston HyperX Fury 8GB (2x4GB)
Storage: Western Digital 2TB Black 7200rpm
Psu: Corsair RM550x
OS: Windows 10 Home 64-bit
I play on a BenQ GL2450 60Hz 1080p monitor

Games I play: Gta v, Arma 3, CS:GO, PUBG, Battlefield 4, Tom Clancy's Wildlands, Overwatch and Watch Dogs 2.
On all of these games i have stuttering, a lot of small freezes (freezes for about a second), ~40 fps on high settings. Score on Unigine Heaven: 2471, on Firestrike 14664. My temperature on the 1070 is 35C-40C and on the 7600 temperature is 50C-65C (when gaming)
I have tried disabling Nvidia hd audio, reinstalling drivers (with ddu) etc... I haven't tried reinstalling Windows yet, should I try it?

btw my ram is 2400MHz and also on gta v my game runs perfectly for about ~20 mins and it starts freezing, on wildlands and watch dogs 2 i get a notification that says i cant get stable fps because of my ram.

Before exchanging or formatting Windows, run MemTest to check if there's anything wrong with your RAM http://www.memtest86.com/
and try cleaning it as well if you didn't. Does this notification you get, come in from the game or Windows? In case of GTA V, 8 GB is simply not enough for the it's current game state, Rockstar updated the game for a while now and it's way more demanding in performance and RAM than before since it's release, I had the same problem and had to upgrade to 16 GB instead... if anyone tells you that "8 GB is enough" they will be lying for sure.. with 8 GB you play the game for 30 mins.. until game starts to use more RAM than you have and the lag and stutters starts... Switching settings to low or high wont have any effect as well.

ok, i'll try MemTest when i get home, the notification comes in game and i'll order 8gb more when i get more money, thanks anyway, i didnt know that gta v needs more ram :D

You need more ram as stated above. BF1 with windows 10 will use 8 gb on some maps. Also, make sure vsync is off.
Also, for BF1 that CPU @3.5GHz may have issues keeping up. I have a i5 3570k @4.2 MHZ and it stays @ 90-100% during game play
