Windows randomly shuts down, has difficulty restarting.

Scenario:

It shuts down and the PC restarts but it has difficulty doing so. The power light (and fan, I can hear it) goes on and off before eventually starting again successfully.

How do I fix this? I tried CC Cleaner. Please be specific with help, I know next to nothing about diagnostics. Windows 10, BTW.
