When my computer get lower than 100hz monitor started to get lag like 20fps

My problem is : Am having a problem with my monitor or my computer i dont know when i play pubg or other open world game when my fps drop under 100 my monitor start to lag and it's like am playing on 20fps computer and when fps is 100+ it still feel laggy not smooth

PC :
i7 6700 3.4
MB : MSI H170 Gaming m3
Ram : 16gb corsair vengeance 2133
Vga : asus strix 1070 oc edition
Ssd : hyperx fury 240gb
Hdd : wd blue 1tb
Monitor : acer gl246hl 144hz

I tried disable game dvr , bar , mode
Set window power to high
Mess around with nvidia settings
Power to maximum perfomance

i guess the main problem could be the game itself, because pubg still not a complete stable game tho
