FPS Lagg spikes on high-end PC suddenly, only on 1 user account.

As the title says, I have not changed anything to my computer recently, these particular lagg spike freezes only occur on my main WINDOWS 10 Admin account.

When i got onto my secondary windows Admin account there is no laggs as far as i noticed.

Some standard windows programs even open very slowly sometimes.

My RAM: Crucial ballisitix sport vlp 1600mhz 16gb
PSU: 750W cooler master

I have this idea it could be my HDD which is now 3 years old and has about 500Gig of data on it out of 1TB

Should i defrag it by any chance?

it first occured with Steam's Euro truck simulator 2, which is a game running on DX9 from 2009 or so so it shouldn't be asking much. i got to fix that by enabling tripple buffering through nvidia configuration panel in 3D setting.

Then last night sims 4 started to stutter and reeze aswell, going sudden from 60 to 2 fps and hang a little. Especially when i speed time in sims it happens more.

It is not just steam, sims is played through origin. I will boot a game through Uplay see if its the same issue there too.

I said the FPS lagg drops on my main user account for windows 10 yes, not on my secondary windows account.
I dont think its something to do with either Steam/Origin/Uplay. its more redirecting to my HDD or "too much processes in the background" what you could say on a older hardware PC but that shouldn't be the case for me i guess.
