Friend's very first gaming computer - Need help

My Friend is building his very first computer and needs help doing so. I've built my own computer a few years ago so I have some basic knowledge of what he needs for a good computer, however alot has changed and many of the things that were good are now irrelevant.

What we've got so far:

His budget is between $1000-$1700 and he is going to use the computer for gaming primarly. At the moment he's playing game such as:
Black ops 3
PLAYERUNKNOWN'S BATTLEGROUNDS

He is also interested in future games such as Destiny 2.

Basically we just want to get the best deal possible for a computer that will last and perform well on newer games so please point out if there are any obvious flaws with that build that could be corrected.

at what resolution?
1080ti will be wasted if no 4k.
other wise you will be better off with 170 or 1080 if you really want to spend out your money

We thought about a 1070 at first but 1070 cards costs basically as much as a 1080 where we live atm

with your requirement 1060 should do.

where i live in prices are like 1.5 times the previous slab
1050 2gb 12k
1060 3gb 18k
1070 32k
1080 50k
