1440p 144hz vs 4k 60hz vz 1440p 60hz

Hi I'm planning yo buy a monitor soon this month .I live in India where monitor prices are crazy. So far I found the following are cheapest cheapest
1 - 24 inch 1440p 60hz 400 usd
2 - 27 inch 1440p 144hz 790 USD
3 - 28 inch 4k @ 60 hz 620usd
So what's the better option ?

It depends on what games you plan to play. I don't know how good the Vega 56 is or will be. I have an GTX 1070 and play at 1440p/165hz with G-Sync enabled (recommended) and play every sort of games, but my main game is Overwatch. I can play on mixed high settings and get 165 fps.

To me personally, the 27" 1440p/144hz monitors are the current sweet spots in gaming, if you have enough horse power. I think 24" is too small for a 1440p monitor. The text would be too small, it would be better to have 1080p at this size. Depending on what games you play to play, I would probably never recommend lower than 120hz monitor anymore. To me personally, higher hz is more useful than higher resolution.
IF you provide us with your full system specifications and what you use the computer for, we can give you a better answer.

EDIT: sorry just noticed your system specs, if you are gaming, a 1060 will only do 4k at lowered settings. I'd probably recommend the 1440p@60hz (cheapest), unless you really want to game at 4k and know that you will upgrade your GPU at some point.
