Thin black lines across monitor screen.

On certain websites I have black OR white thin lines across my screen. Again, only on certain websites, most of the time it doesn't happen but when it does it's really irritating. I don't know if this is a problem with my Graphics card or Monitor but it's been getting more and more annoying.

Is this a problem with my GPU or Monitor? I need to know so I can save up for a new one. Thanks.

Those look like GPU artifacts. Try playing a bit in BIOS if they dont show up then its definitely that.
If they are indeed artifacts there is little you can do, like installing an older driver or even down clocking your GPU's core and memory using software like Zotac Firestorm, MSI Afterburner or Gigabyte's Extreme Gaming.

If it's the GPU then I'm really annoyed. I only got it just over a year ago now and to thinks it's already broken sucks. :/
