win 10 1703 directx problem

Since being upgraded (forcibly) to win 10 pro v1703 on July 31, I have been unable to load a game and keep getting "Unable to create directx object" errors. It then asks me to make sure I have the latest version of directx on my machine. I've tried to reload directx, looked to fix registry errors (can't find an entry). Any ideas?
Win 10 Pro v1703 build 15063.483
i7-3770 @ 3.40GHz
RAM 8gb
64-bit

choose run...
type dxdiag and press enter
in pop up, click Save all info
this saves it as a text file, can you upload the file to a file sharing site and link it here? Will at least confirm you have direct X 12

you can't dl direct x 12, its not offered as stand alone as it only works with win 10?

Is it same game or just all games?

DxDiag shows I have DirectX 12 on my machine. Have fully uninstalled game (old game, but worked w DX9) to see if reinstalling will work. Same game, but don't have many games on system, will try some other older games as well.

Re-installation didn't work.
Error message: Hegemony failed initialization and was unable to run. Reason: Unable to create DirectX object. Make sure you have latest ver of DirectX on your machine. Invalid call. Resolution: 0,0

Not a new error for that game.
