Pretty Bad Banding and Not Sure What to do About it

I think I have a pretty big problem with banding. I noticed while watching a video that the darks looked absolutely terrible. (http://imgur.com/esFz66a) At first I assumed it was just poor video quality, even though it was a 720p file. After it happened with yet another video I downloaded(1080p), I started looking it up. Apparently this is called banding, and I think it is an issue with my GPU or monitor as I have been starting to notice it with other things. I have no idea what causes it or how to fix it (I mean, I just learned what it is an hour ago) but it's really irritating me as a quality nut. I'd really appreciate some help. My GPU is an Nvidia GTX 1050ti and my monitor is an Asus VS228.

If you have CPU with iGPU, then you could try using that and see if artifact exists and go from there.

How do you connect your monitor, with which cable?

I have a DVI cable running from my graphics card to my monitor. I'll try that later.
