Gta 5 PC blurry textures/graphics.

Hello im having a issue with gta v graphics they randomly got blurry as hell and i dont know how to fix it. I have a video about it.

Nvidia Gtx 1070 8gb

16 gb ddr4 ram

Use HWmonitor or MSI Afterburner while playing to check the usage/temps on cpu, gpu, power, memory etc.
play close attention on the temps!! post the results
