infinite loading screen/restart loop error

So my pc was being slow so i decided to reinstall windows using the system settings reset this pc, while it was loading it had a black screen for quite a long time, so i turned off my pc and turned it back on again, which lead to the computer restarted unexpectedly or encountered an unexpected error. I searched up a fix for it and i opened up console and typed regedit which i went to the folders hkey_local_machine, system, setup, status, child completion and i changed setup.exe from 1 to 3, restarted my pc and now im in an infinite loop of my pc restarting. please help

i do have a usb drive but how do i reinstall windows with it?
