CPU always running at Max Clockspeed on Balanced Setting?

HI,


My system used to stay at low clock speeds when using "Balanced Power Plan" during idle periods. However recently i started to notice high fan speeds and when checked CPUID HWmonitor i see that the system is running at full clockspeed even at Idle periods on "balanced power plan"


No difference between Balanced and High Performance?

Low clockspeeds in Power saver mode, but PC is really jittery/sluggish when browsing and other activities:

It was not like this before, PC was fast when needed and stayed at low clocks when idle in Balanced power plan initially. i tried resetting all power plans (cmd> powercfg -restoredefaultschemes ) and "Restore Plan defaults" aswell but still the issue remains


I do not see any program taking up CPU in Task manager. How do i resolve this?

Choose high performance > Change plan settings > change advanced power settings

Scroll down and choose Processor power management > Minimum processor state

Change its setting to 0%. Apply and save.

You can do the same thing to the balanced power plan as well.

Actually i found another "Restore plan defaults" setting and it seems to have worked. Here are the screenshots
