I've done a bit of research of what could be causing the fps issue I used to get 90fps on rust with my 960 and a 1070 is supposed to be around 6 of those cards so I dont know whats going on.
Here is my build:
i7 4790k 4GHZ
Gtx 1070 Zotac mini
16GB DDR3 Corsair Vengence ram 1600mhz I think
600w psu

All my temps are fine if anything theyre just below average, when playing rust my cpu is only using around 30% and around 50% of my ram.
I honestly have no idea whats going on.

The vsync is not a solution to your problem. Run unigine heaven benchmark and post the scores. If there is a chance that you can play games like the witcher 3 than do it. These type of stuff will tell you if there is anything wrong as tw3 is very gpu intensive title so run the benchmark and test on many other productions. :)

hey calm down. first go to rust, press f1 and put fpx.max (or fps.limit they changued that recently) 120, second rust is the poorest optimized game inside my steam library so calm down, it runs better on a gt 750m than on a gtx 950. Yep Crazy no? jajaja, thirnd disable any filtering that things make rust run bad and dont make any noticable changue.
