Need help on a problem I have with a monitor

I been having this monitor for a while. My uncle bought it and with in 3 days it went bad so he told me have it. Try to fix it if you do good. Well here's the issue https://youtu.be/DXFl5MzXSOk
I open chrome and that happens any ideas. It's a samsung S27D590

On this forum I believe we would just tell you to replace the monitor and cut your loses as we do not tell you how to fix a specific part but rather locate the part of a computer.
