hello guys, my monitor is 60hz, games with vsync on are running perfectly ( gta v, pubg, AC series ) but when i play games like counter strike global offensive or counter strike source im having problems, the game simply does not feel smooth even tho i have like 299fps with fps_max 300, when i change it to fps_max 500 its around 500 and its still does not feel as smooth as other games, i dont know if its because of 60hz monitor, but i asked one friend and he said that his game is smooth, the problem is really annoying because im playing surf mod in csgo and css,
i simply cant play csgo and css with vsync on cause its unplayable.

hmm, let's... try the following to see if it helps anything.

If you have graphics or driver issues, one of the most common fixes is a clean uninstall and removal of your graphics drivers.

To uninstall your drivers, first download and run Display Driver Uninstaller, and follow it's recommendations of booting into safe mode and ect.
(This is a direct download link so you don't grab the wrong version)
http://www.guru3d.com/files-get/display-driver-uninstaller-download,20.html

You'll download a compressed file called "[Guru3D.com]-DDU.zip"
Right click and choose extract.
Go into the folder and run the DDU v##.##.exe
This will extract more files to this folder.
Run Display Driver Uninstaller.exe
Choose Yes when it asks you to boot into...

but one of my friends has 4ms and he says it works fine, so i dont know, its just doesnt feel so smooth and clean for me. everyone is saying enable vsync but that makes no point in counter strike games, maybe its somewehre in nvidia control panel settings, but i dont really know what to search for.

After you've rebooted into safe mode.
When DDU comes up, if it hasn't selected your GPU manufacturer (Nvidia/AMD/Intel) then choose it from the drop down list
Press the Clean and Restart option
If a window comes up asking to disable the Windows automatic installation of display drivers click yes.

After (or before removing the old drivers, just put the new ones on the desktop or somewhere handy) rebooting back into Windows, manually download the latest drivers from Nvidia or AMD, don't use auto detect, choose you GPU model and OS from the drop down lists.
Nvidia: http://www.nvidia.com/Download/index.aspx?lang=en-us
AMD: http://support.amd.com/en-us/download
Intel: http://www.intel.com/content/www/us/en/support/detect.html

This is one those impossibly hard to diagnose things because... the problem could be you. Your eyes might not like that high of framerate. If you could actually visit your friends and see if the you still see the problem on their computers that might help.

Just a note about monitor response time. I played for years on pc, including CS:GO on a casual Samsung monitor with 5 or 4ms (forgot) and it was smooth on 60hz but with 250fps. And now I have a monitor with one of the best low input lag, flicker free display, 4ms IPS, G-Sync and 165hz and the difference is still not that big in my opinion. In your case maybe a monitor with G-Sync can be helpful, I don't know. Maybe its the game or something with your graphics card overheating? Buying a new monitor CAN help you, but it can also be a waste of money. Don't buy it, until you identified your problem.
