I get the (0xc000007b) error when I try to run a bat file

Title ^ but i've tried nearly every solution I could find, i've downloaded net framework, dll files and directx but nothing has worked.... I'm sure you guys need to know more information I just don't have much time to write out all the information but if you need any info to help me i'll give it to you
