File explorer issue in Windows 10

Whenever I right click on the desktop and then take the cursor to the NEW. I don't know why but my file explorer restarts on its own. Can you help me solve it please? p.s My Operation System is Windows 10 Version 1703 (OS Build 15063.540)

Do you have Spybot? How is your context menu? Can you please right click your desktop and take a screenshot of what's in that list? Post a link to it here. Something's corrupted.
