Windows 10 Search Entries Un-Clickable: Control Panel, Run, CMD, Services etc

Open Start > I can search them- they appear instantly - I click on them - they appear to get pressed - but nothing happens.
However I can access all of the above - run/cmd/services etc - through different means like right click on the start button, or through system, or through task manager.
Meaning all apps are working properly.
