My dad bought a laptop with windows 10 pre-installed

Hello, so my dad bought a laptop yesterday and he can't boot into it.
He said it goes onto the select region language then to the select settings and no matter if he chooses use express/custom settings it says wait a moment and restarts telling him to select the settings again.
How to fix?

run the laptop restore program. put the factory fresh image in it and try again. if it errors out the second time return the laptop may have hidden hardware error.

How? He said there was no dvd/usbin the box? Or is it in the windows troubleshoot settings?

If he bought it yesterday, take it back and get your money back or get a different one.

Yeah he called them yesterday but they said they will accept it monday and they will do diagnostics and it takes at least 2 weeks usually and he kinda needed the pc now. So I thought there could be an easy fix.

2 weeks? He should drop it off and take a new one back home with him. He bought it yesterday. Even if its second hand.

The pc was from an ISP so it was new (or at least should be but somebody had to install windows right?) the warranty is 3 years. And as in diagnostics I mean the diagnostics and repair. Yeah so I'll tell him to ask for a new one cuz he couldn't even access windows. Thanks.

If it was bad out of the box and he literally just bought it, I could speak to the manager. They should just swap it out.
