Internet Very Slow

On the 23 of April I upgraded from the BELL FIBE 50 (50mb download speed) and (10mb upload speed) plan to the BELL FIBE 100 (100mb download speed) and (10 upload speed), since the upgrade to the new internet I have realized that my download speed has been a lot slower. Even though it said I was to receive 100mb (which is 10mb), I am receiving 20-30mb (2-3mb). For my old internet which was said to give me 50mb (5mb) I got around (4-5mb). I am really annoyed why I am getting slower internet when I upgraded my internet.

I am using a network adapter (D-LINK DHP-309AV)

I am using a gigabyte z97x gaming 5 mobo

This seems like a question you should be asking your ISP. If you just paid for faster speeds, only to get slower speeds than what you had before it sounds like the problem is on their end not yours.
 
Agreed, if you made no changes on your end and all they did was flip a switch to give you faster speeds, problem must be on their end.
Even if say your equipment was not up to the task of the new speeds, at absolute worst they would be the same as before, not lower.
