Program in startup menu?

Reset pc recently. Went to startup menu after installing some basic programs, and there is something called "program": no listed publisher and startup impact is not measured..

What is it? And am I safe to disable it?

If you have malware, run a malware scan just to be sure it's not malware. This blank "program" may be remnant of any software that was installed but then removed. After running the malware scan, if you are unsuccessful in removing the file,you can use a 3rd party software like roguekiller to scan the registry and delete infected or unused files. CCleaner and Auslogics Registry Cleaner is another program that can help with deleting any unused or infected files or extensions.
