DVI-D to VGA adapter not working

That does appear to be an active adapter but without a power jack, it's limited to the 5v line from the DVI. As the spec for this line is only 0.5w because it's only supposed to be used to read the EDID chip, any video card that follows the spec will probably not be able to power the adapter.

Moral: only buy an active adapter with a power jack (usually USB)

DVI-D is a digital signal only and it's possible your adapter won't transpose it to an analog signal. Cheap adapters usually are hit-and-miss for that. Try another adapter. It's also possible your monitor is too old and won't properly convert a digital signal to analog. Being as it's VGA-only that may also be the case as it was never designed to accept a digital signal anyways.
