Internet going really slow when i run my PC

Hi

I've been recently having troubles with my PC. My internet connexion becomes really slow when my PC is connected to it. I tried to check for a virus with Norton and Malwarebytes but nothing. I also reinstalled windows but it didn't change anything. I changed my rooter and it didn't work either. I'm using Ethernet but the cable works properly on other devices. Anyone can try to figure out the problem ?

Note that internet becomes slower for all the devices and not only mine when my PC is connected
