Whats The Best 1080p Monitor?

I am planning on building a computer by January 2018. I have all my other parts chosen and I currently have a monitor chosen but I don't know if it's the best for what I'm paying. The current option is the AOC - G2460VQ6. This monitor is 75hz has a 1ms response time and is 1080p. If I'm going to get a different one it needs to have at least 75hz or higher, needs at least a 1-3ms response time (I don't feel like upgrading this in the future), And 1080p. My budget is $150 but I will go to $200 as long as I feel its worth. Any help would be greatly appreciated!!!

The AOC G2460PF (rolls right off the tongue) below would be my choice. The latency will be reduce with increase of frame rate to 144hz. It will be very noticeable if you decide to get it.
