Online Video Playback - Screen Flicker

Hello,

I have recently built a new PC with a few custom add-ons for an office I service and I am getting an odd horizontal screen flicker. I'll describe all system specs before I continue with what I have already tried:

Build:

- Corsair 350D Tower
- Corsair AF120 White LED 120mm fans x2
- Windows 7 Professional 64-Bit
- ASUS ROG Strix Z270I Gaming Motherboard
- Intel Core i5 6600K
- Corsair Vengeance RGB LED 16GB (2x8GB) DDR4 3000MHz (CMR16GX4M2C3000C15)
- Corsair Force MP500 Series M.2 SSD 240GB Internal Drive
- CRYORIG H7 Tower Cooler
- EVGA GeForce 210 Passive 1024MB DDR3
- EVGA SuperNOVA 750 G2, 80+ GOLD 750W

Monitors:

ASUS Slim Bezel Black VC239H 23" x2

I am beyond baffled at what this could be because I have already tried literally everything I can think of to my experience. So here is the long list of things that I have already tried to rectify this problem:

Hardware Fixes:

- Updated EVGA GeForce 210 video drivers to latest version
- Updated onboard video drivers to latest version
- Tried different cables (VGA, DVI & HDMI)
- Tried a different video card and updated that card's drivers to the latest version
- Updated the BIOS of the ASUS Z270i motherboard to the latest BIOS version
- Tried taking out a stick of RAM and leaving one in
- Tried a different monitor (I tried the other monitor I got. I bought two of the VC238H monitors and same problem with both)
- Tried a different brand of a monitor and different cable connections
- Called ASUS support and was told to try replacing the motherboard (I agreed that something was probably at fault with the motherboard)
- Replaced the motherboard with the new ASUS ROG Strix Z270I Gaming Motherboard (Still same flickering problem)
- Tried hooking up one of the ASUS VC239H monitors to my ASUS G750JW (Does not flicker with online videos or downloaded videos or Steam trailer videos)

Software Fixes:

- Installed all Windows Updates
- Tried Internet Explorer (Still flickers)
- Tried installing Firefox & Opera (been using Google Chrome) and then trying to playback videos on YouTube again (Again, still flickering)
- Tried enabling Hardware Acceleration in chrome://flags at the very top "Override software rendering list" (still flickers)
- Tried NVIDIA control panel -> Adjust desktop color settings -> Content type reported to the display -> Desktop programs (Still flickers)
- Tried downloading and installing the latest version of Adobe Flash Player
- Tried doing an ipconfig /release and then /renew and then an ipconfig /flushdns
- Tried connecting via an Ethernet connection (been using built in motherboard Wi-Fi)
- Disabled the Wi-Fi and re-did ipconfig /release and then /renew and then an ipconfig /flushdns with Ethernet connection
- Tried watching a DVD movie (Does not flicker)
- Tried downloading a video from YouTube (Does not flicker)
- Tried installing Steam and then watching video game trailers (Does not flicker)
- Tried running Google Chrome in compatibility mode for various Operating Systems and keeping "Run as administrator" ticked (Still flickers)
- Was going to try to run Google Chrome in "Run in 256 colors", "Run in 640 x 480 screen resolution", "Disable visual themes", "Disable desktop composition" & "Disable display scaling on high DPI settings" but this section of settings were grayed out. Not exactly sure why on that one.

At this point I'm out of ideas. If someone can please give me some more ideas to try to fix this problem I would appreciate it. The flickering isn't horribly noticeable and probably won't ever be seen as this computer will be used for office work but this shouldn't be happening. Other than that, I'm chopping it up to either some kind of M.2 SSD compatibility issue with Windows 7, some kind of compatibility issue with the hardware and online web browsers, some kind of other unknown compatibility issue or possibly something to do with the refresh rate of online video streaming.

I do and sorry I didn't update this. Strangely, as I was about to get a photo of what was happening, it wouldn't do it anymore?! I have not the clue why but maybe something to do with the buffering of the video?

Though to answer your question, I did try integrated graphics and it still did it and I also tried a completely different video card and installed all the latest drivers for it and it still did the flickering at the time.
