USB won't install device or recognize it.

I am on windows 10, on a pc that isn't even a year old yet. I have run into a problem that I've never seen before and that is that none of my USB ports actually do anything at all unless they're plugged in before I boot my PC. This includes my keyboard and mouse and my headset and any storage device. In device manager, everything I plug in on that boot shows up under other devices and does not function. I have tried using update drivers and it said no drivers could be found. Here's a list of things that I have tried:
Uninstalling Device
Updating Drivers
Turning off and back on
Clearing CMOS
Updating BIOS
Resetting BIOS
Restoring a previous state of Windows

Any help is GREATLY appreciated
P.S. I am running a Gigabyte Aorus Gaming K5 mobo
