You will first want to create your Outlook.com account, if you don't have one already. Go to https://outlook.com and click the create account link top right on the page. Once that is done, have a look at this link as a guide:

Look under the section called Add more email accounts to set up this new account in Outlook. When it comes to the server settings, IGNORE the fields for POP, you are wanting to set up an IMAP account, so use the values in that column instead. You'll be prompted for your Outlook.com mail address (user name) and the password you created.

There is no conversion utility.
To do this, you would need access to an Exchange server.

One thing you could try is setting up an Outlook.com mailbox, then adding that to your Outlook for Mac as an IMAP server. Dump all the mail from your current folders into that new account and let it upload. Once done, set up the Outlook.com mailbox on your Windows system and let it sync.
You can then add your regular mail account to your Windows Outlook.

hmmm...so you mean i upload all the file in the @outlook.com mailbox..than i setup the same mailbox in the windows...so i can download all the file...
will the file like attachment and all other file will be corrupt or missing when i sync it in the windows??
how many Gb can the outlook.com mailbox can save

this osx is really pain in the ass!!
