Can't assign flickering drive letter

In Windows Explorer, the file folders intermittently shift position to allow a space for G:, but G: is not assigned to any drive. It intermittently appears for a moment in the tree of folders then disappears. If I go to Disk Management and try to assign G: to a device or add G: to the array of available drives, G: does not appear as an option. I can't add it or assign it. Meanwhile, as G: "flickers" on and off, the cursor freezes intermittently and it becomes nerve wracking to try and do anything. Is there a way to fix this?

Does this happen in safe mode?

Have you tried a clean boot: https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows as it might be one of your start up programs. If it stops happening, slowly readd the programs until you find the cause.

If you don't have any external hdd or USB drives in PC, or a memory card reader, it does seem odd. Have you run an antivirus scan?
