Not Hardware related ( i think)

Can anyone help me? I am trying to play cs on my new pc but it gives me an error that says : Failed to create d3d device. I followed everystep but it doesn't work but I can play FSX, Simpleplanes and roblox without an problem. help me? I think the windows might be corrupted even though I've only had it for 1 day.

d3d is a part of direct x, if you cannot get it to install then you need to update and or install .NET framework 3.5 and 4.5. simply google them and download and install them from the microsoft website
