Too late startup

My PC with following Specs is taking at least 10-15 min, from switching it on TO making itself ready for the use.
After that its working just fine with little lags, but its bearable. Even for the small usage the HDD goes to 100%. I don't really understand the exact problem..
Any help will be appreciated.

PC Specs:
AMD Athlon 64 X2 5400+ processor.
pegatron ap480-s motherboard
2 GB ddr2 ram (800mhz)
Geforce 310m 512 mb Graphic card
160 gb IDE HDD.
250 watt HCL PSU

Sounds like a failing hard drive.

In command prompt, type "chkdsk" it will do a 3 stage check to check health of windows and also if bad sectors on the hard drive. If bad sectors found rather back up your files and replace the hard drive, do not bother trying to repair it or waste running complicated hdd diagnosis software.
