Trying to upgrade PC to stream on Twitch

Hi guys!

I am trying to stream online on twitch at 1280x720@60fps. I need help whether to purchase a streaming PC or upgrade my CPU/GPU (I prefer to game/stream on one pc). My budget is $1000 CAD. My currently upload speed is 3.5mbps that can dip to 2.8mbps during nights when I usually want to stream. What CPU should I buy? Should I also upgrade my b250 motherboard to z270? Should I buy i7 7700k? I have done some research on alternatives such as Ryzen 7 1700 which would be better if I stream/game on one PC but would get lower fps compared to the 7700k. Should I upgrade my GPU? I was thinking about the 1060. The game I want to mainly stream is PUBG. I currently get 60-80 fps @1080 low settings. If you guys can help me, that would be greatly appreciated! Here are my specs.

This would be a solid upgrade for just under $900. If you'd like you can upgrade to a gtx 1070 or r7 1700 at under $1000

Is Ryzen really the answer for game/streaming pc? Is streaming with i7 7700k that bad? It is because when I don't stream, I prefer to have the extra fps.

I'd say its worth it, and with only a gtx 1060 the difference in fps will be less than 5%. With a higher end gpu such as the gtx 1080 or 1080ti it might be worth it to get the 7700k, but I don't think its worth it when using a 1060.

What about in terms of upgrading my parts in the near future? If I go i7 7700k, aren't I future-proof (meaning I can upgrade my GPU and keep my cpu for 4 years). I am really afraid to upgrade and then realizing that the results was not what I wanted.

I guess I am looking for a CPU that can both game and stream at very high performance. So far, besides going for i9 or the really expensive CPUs, my options are i7 7700k, Ryzen 7 1700, i7 6600 or some other i7 that have 6 cores. I just don't know where to put my foot onto one CPU and buy it.

I am also not even sure if I should just buy a completely new PC for a dual pc setup. I don't like the thought of having two pc's, however, because it would cost me to upgrade both PCs in the future.
