Cant get black bars on csgo with amd and ASUS VG248QE

I`m having this problem where i just bought this monitor and I can`t get my csgo to go black bars. With my older monitor I used to play with black bars and now I can`t get this monitor to use it. Only on csgo I`m having this problem. The monitor has a option for aspect ration but the monitor won`t let me use it. On windows I get black bars. When I put the game on Full screen Windowed I can only use It on 59hz and if I try to change it it goes to the lowest res in the whole system.
