Solution
B150 Chipset needs a BIOS update to F20 in order to use 7th Gen CPU. In order to get the motherboard working to flash the BIOS a 6th Gen Skylake processor needs to be installed. A Celeron G3900 is about $40.

Many people skip the older Intel 100 Series B150 Chipset models and use the newer Intel 200 Series B250 Chipset model that needs no BIOS update to use 7th Gen Kaby Lake CPU.

Gigabyte is a bit fuzzy on if you need to have a CPU installed for using Q-flash, but seem to assume that there is one.
Perhaps you can just borrow a Skylake CPU from a friend/relative to do the update?
