Laggy Log-in Screen

Just recently installed windows 10 pro on my brand new SSD and it was working fine for the first 2 weeks then it started acting laggy at the log-in screen. I can't type in my password without waiting like 10 seconds for a on screen response. Its making it hard to log-in and get any work done. I already did Ccleaner and scanned for viruses... I'm lost on what the problem can be, anyone got any ideas?

I only have my anti-virus on start up and whatever windows OS programs. I'll try swapping SATA ports and cables and see if that works.
