Playing videos on youtube

Hey everyone! So when every I'm trying to watch a video on full screen it goes slow motion like my PC can't handle it. But when I don't have it full screen it runs just fine. Any Suggestions?

I7-4770K (OC 4.2) Lame I know.
Asus strix 1080 Ti
16GB RAM
ASUS SWIFT PG258Q Monitor.

Is it just youtube, or do other sites give you problems in full screen? Is it just streaming video on the internet or do games (in full-screen) give you problems? Or if you have a video saved that you can play in full screen to test. Have you tried a different browser?
