I have an i3 4th Gen,4gb ram desktop PC.
Now I have purchased a 43 inches 4K TV. (LeEco Super4 X43 Pro)
I want the TV to use as a monitor through HDMI port at 4K, 60 Hz resolution.
Is this possible without using any graphics card, I mean, by just using the processor / motherboard's own graphics capacity ?

I am not a gamer, I only need to get basic 4k display at 60hz to watch movies, surfing the net or youtube...I mean a basic HTPC with 4k, 60 Hz display.

What else do I need? Please advise. Thanks in advance.

If the motherboard has DisplayPort, you can use a DisplayPort to HDMI 2.0 adapter, which is about $20.

According to this https://ark.intel.com/products/126689/Intel-Core-i3-8350K-Processor-8M-Cache-4_00-GHz no it cant. It can only do 24Hz 4K on HDMI and only via DP can it do 60Hz.
