Transfer lower than it should be

I lost my long post with all specs and problem overlook which I was creating for almost one hour so here you are the short version:

What I had when transfers was good: 60mb/s net, technicolor tc7200 router
What I have now when transfers are broken up: 120mb/s net from same provider, compal ch7465lg-lc router, one less splitter in house
Technician from ISP checked everything even with meter and he said the problem is not on their side. Internet speed tests give me 90mb/s download and when i'm really downloading something its 1,3mb/s max when it should be at least 7mb/s in really worst case, please help
 
You are saying you get 90mb/s on speedtest but less on some other site. Have you tried multiple download sites to see if they all run the same speed. In general speedtest will test to a server very close to you and you will get different results that if you download from a site farther away. You can see similar results by choosing other speedtest servers....best would be in the same city and ISP as the actual server you are donwloading from.

Still if speedtest downloads fast it means you connection is likely good. The router/modem/ISP do not really know the difference between the speedtest site and other locations. There are differences though in the software on your PC. Even speedtest has 2 different clients the old one ran flash and the new beta uses HTML5 I think. The old flash one can not keep up with the newer fast internet connections.

Thanks for your reply, here are some download results from different speedtests I just did

speedtest.net - 115Mbps
cox.com - 27Mbps
bandwidthplace.com - 17Mbps
testmy.net - 17Mbps
speedtest.att.com - 27Mbps

I would point out that technician from ISP already was here and according to him, the problem is on the PC.
I tried to reset the router, switch the cable slots and switch the whole cable, I have really no idea what is going on (nor the ISP technician)

I ran network diagnostics on the router and it showed that everything is ok, also network usage in task manager is 0% now, and like 1% when i'm downloading something, it also shows the usage is 10Mbps~

I am also sure I have nothing that charge my network because only antivirus and browser is turn on now, and 99% sure i don't have any viruses or malware. The problem is same on different browsers trying to download files from different websites. I have the latest drivers for my network adapter. It all started when I have new net with new router, its like something is limiting my network, any idea what it may be?

Looks like the technician was right, I tested speeds at my friends laptop and they were more than fine so it really is problem with my PC, here are my specs:

Router/modem: Compal CH7465LG-LC
Motherboard: ASRock B85M Pro3
PSU: be quiet System Power 7 500W
Network adapter (on motherboard): Realtek RTL8111G (latest drivers)
Operating system: Windows 8.1 Pro 64-bit version
How many devices connected to router: 1

Please help me determine what is limiting my download speed, some network settings in windows, or maybe I need new network card because this integrated one can't handle? Or maybe something else
