Is my monitor dead?

So I had a two monitor setup going a few months ago and all of a sudden, while playing a game on my main monitor, my secondary monitor glitched bad. It basically turned into basically what you'd think a glitch looked like:

Anyways, this is what happens when I turn it on:

It seems like i've got a dead panel but quite honestly I don't know. If I can fix this and not have to buy a new one that would be awesome. Any suggestions?

Sir when you were playing did you notice maybe any sounds or smell barbecues sometimes monitors can burn out inside. I wouldn't recommend you trying to fix the problem internally on your own. If you want I would try repair but if you aren't satisfied with that I would just buy a whole new monitor.
