My Gaming PC does not perform as it should.

My full specs listed below: (I built my own computer)

Graphics Card: EVGA GeForce GTX 1060 SC GAMING, ACX 2.0 6gb GDDR5

Motherboard: MSI B350 PC MATE AM4 AND B350 SATA 6GB/S USB 3.1

Power Supply: EVGA superNOVA 550 G3 220-g3-0550-y1 80+ GOLD 550 W

Processor: AMD RYZEN 5 1600 6-core 3.2 GHz socket am4 65W

Ram: Ballistix Elite 8GB single DDR4 DIMM 288-pin Memory

Storage: Seagate 1TB BarraCuda SATA 6gh/s 64MP Cache Internal Hard Drive

I built this computer using Pcpartpicker, and had it checked with others to make sure I had a good build. With multiple confirmations, I ordered it. I've had it for a couple weeks and it has been letting me down. The home screen lags around itself, and it takes a while to load in applications.

My biggest problem is game performace. In games like Cs:go, which should run seamlessly, it drops down to 45 fps constantly. Rocket league runs at about 40 fps while loading in the game, and stays around 60 while playing. Black ops 3 never stays at 60 fps, even on medium.

My previous computer, which only had a gtx 960m, and worse specs on almost everything else as well, ran games better than what my computer is doing now. Here is the things I have tried so far but i'm definately open to suggestions:

Updated my drivers through the Nvidia website.

Closing all Background applications.

Downloaded a program known as CPUID HW Monitor, which has been monitoring my temps. (I did some research and even when playing top games my computer temps stay fine)

I can provide any more information you guys need, but it's really annoying when I can't run any new games, and I just spent $800 on a new gaming pc. It's probably a relatively simple fix, so if you guys could lead me in the right direction, that would be great!

1. Is this a legit windows? How are drivers installed? I suggest download them from official website one by one first and put on a flash drive.
2. update BIOS
3. reinstall windows to eliminate any software issues.
