My brother is going to be giving me money to start saving to build/upgrade his 10 year old HP prebuilt & I would like opinions on what I come up with, Budget is around $400 Canadian:
He currently got:
Windows Vista Home Premium (32 Bit I Think)
Core 2 Quad Q6600 @ 2.4GHz, 8MB L2 Cache, 1066MHz FSB
Zotac GTX 750 1GB
3GB DDR2 RAM (2x 1GB, 2x 512MB)
40" (I Think) 1080p Smart TV

Here's what I'm thinking of getting currently:

Won't be OCed so stock cooler should be OK, I have a unused stock cooler for a FX-4100 if it'll fit & work better.
I currently have 4GB (2x2GB) of G.Skill Ripsaws X 1333 CL7 in my computer, I plan on upgrading to 16GB (2x8GB) of 1866 CL9 so it could use the 4GB I Currently have.
For storage, I'm thinking maybe reuse the old HDD or maybe buy a new 1TB WD Blue depending on cost of everything else in budget.
For GPU, either reuse the GTX 750 1GB or I have a Radeon HD 6970 2GB I upgraded from last year (if the GTX 750 is reused, then money could be saved by going with a less powerful PSU, the one I chose is assuming I use the HD 6970 as it should perform better that the GTX 750)
The optical drive will be reused, not that it's currently being used much I think, would likely be used to install Windows mainly.
As for OS, someone he works with got a friend who could install Windows 7 for $60, although If there's a good store/site that's 100% legit authorized by Microsoft to sell keys, I have a Windows 7 Home Premium 64 Bit SP1 CD from when I bought it ($125 back in like 2014) for my computer, so I could install it for him if I could get a good, safe, legit key.
Will mainly be used for playing WoW & watching movies, but I may be able to convert him from WoW to FFXIV

This is much better.

Your PSU is overkill. Will never use 600 watts
FM2 is dead. AM4 is MUCH better, and cheaper.
Better case.

You ca use your existing key.
EDIT: Changed to Canadian money and changed part list accordingly

I'm looking to buy from Amazon or Newegg as I got a Air Miles card last month so I'd like to take this opportunity to start collecting Miles.
your (Revised) part list might be OK, but:
No price data for that stick of RAM at Amazon or Newegg, so had to sub it for something else:

Also, would that 400W PSU be good for a Radeon HD 6970 (Thought 500-550W was minimum for it) or would I be better off using the GTX 750?
As for using my existing key, when I bought Windows 7 for my PC I got a OEM copy for system builders, not retail, so can I Use my OEM key on 2 PCs? Or use my Windows 7 CD with a Vista key?

Ram is fine,

Well, IF you put the AMD card in and it does not boot, use the 750

Should work though, other parts are low power.

Im going to bed now. So i can catch up in the morning.

Should be somewhere around $387.30 after Taxes, his old HDD reused & hope the Radeon HD 6970 will work with the 500W PSU.
This is the 6970 that'll be used: https://www.newegg.com/Product/Product.aspx?Item=N82E16814129170

So I've been thinking, Used CPUs & GPUs have done me good till now, so maybe buy a old prebuilt with a old 2nd or 3rd Gen i5 (Such as a i5-2400) to use as a possible base, with that in mind, how does this look: https://www.kijiji.ca/v-desktop-computers/kitchener-waterloo/i5-3470-4gb-500gb-business-gaming-kodi-computer/1310858941?enableSearchNavigationFlag=true
i5-3470
4GB DDR3 Ram (Thinking Single Stick of 1600 CL11
500GB Seagate 7200RPM SATA HDD
Windows 10 Professional Installed & Activated
Office 2013 Professional Plus
iTunes
Kodi Media Player 17.3
All for $145 Canadian

If I were to get it as a Base, it'd need a New Case to make sure a Nice GPU would fit, I came across a Corsair Carbide 270R for just $30-35 if I were to get it: https://www.kijiji.ca/v-computer-components/kitchener-waterloo/corsair-carbide-270r-case/1298750908

Then it's just PSU to replace the 240W that comes with the Base, Cost of the Base & Case would be $175-180, so of the $400 Budget that would leave $220-225 left to spend on the PSU & Whatever else, so for a 550W SeaSonic 80+ Fully Modular PSU & another 4GB Stick of 1600 CL11 RAM would cost $143.03 + Tax (so about $161.62):
PCPartPicker part list / Price breakdown by merchant

Memory: Corsair - ValueSelect 4GB (1 x 4GB) DDR3-1600 Memory ($38.04 @ Amazon Canada)
Power Supply: SeaSonic - FOCUS Plus Gold 550W 80+ Gold Certified Fully-Modular ATX Power Supply ($104.99 @ Newegg Canada)
Total: $143.03
Prices include shipping, taxes, and discounts when available
Generated by PCPartPicker 2017-11-09 13:59 EST-0500

all in all would be $336.62-$341.62, $58.38-63.38 under Budget.

Lord Letto, you should reallllllly consider this build. Puts you into a current platform with an upgrade path.

But with current pricing+tax(13%), it would be about $190 over budget.

Just Wanted to Bump this up, Instead of Building a New Computer, for now anyway, he swapped his computer with his wife's computer that's newer & Got better CPU Performance along with Windows 7 instead of Vista so he can at least play World of Warcraft again, Only downside is no Dedicated Graphics, Only Integrated. It's a HP SFF Computer:
i5-2400
Intel HD Graphics 2000
4GB (2x2GB) DDR3 RAM (Not sure of Speed or Timings, Considering it's a old Prebuilt, maybe not that Fast)
Propitiatory HP PSU 240W

I Tried to Swap his Zotac GTX 750 1GB GDDR5 ( https://www.zotac.com/us/product/graphics_card/gtx-750-1gb ) into it, but it's too Wide & I think the space between the bracket & pins may be too Long so he'd need something Low/Small Profile. I Had a Look on My Local Classifieds for a Used Low Profile GPU & Here's what I Found:
Radeon HD 7750 1GB GDDR5 Low Profile for $60: https://www.kijiji.ca/v-computer-components/kitchener-waterloo/radeon-7750-1gb-gddr5-pci-e-low-profile/1318221893
Radeon HD 3450 256MB DDR2 for $30: https://www.kijiji.ca/v-computer-components/kitchener-waterloo/radeon-hd-3450-256mb-ddr2-pci-express-pci-e-working-pull/1317827120
Radeon R7 240 2GB 128-bit DDR3, No Price Listed: https://www.kijiji.ca/v-computer-components/kitchener-waterloo/radeon-graphic-video-card-2-gb/1316288729
Nvidia NVS 300 for $50: https://www.kijiji.ca/v-computer-components/kitchener-waterloo/nvidia-nvs-300-dual-dvi-low-profile-video-card/1311405272
Nvidia MSI GT 610 with Low & Full Profile Brackets for $50: https://www.kijiji.ca/v-computer-components/kitchener-waterloo/nvidia-msi-geforce-gt-610-low-profile-hdmi-video-card/1307889604

Of all those options, the Radeon HD 7750 1GB GDDR5 for $60 is looking like the Best option, Though it'd Perform Worse than his old GTX 750 so it'd be a Downgrade for him.
So for Something Low Profile, Same or Better performance a a GTX 750 1GB & is Safe to use with a 240W PSU, What would you guys Recommend?
Looking on ca.pcpartpicker.com I'm Thinking something like the Zotac GTX 1050 Mini Currently on sale for for $146+Tax, Regular Price of $156+Tax: https://www.newegg.ca/Product/Product.aspx?Item=N82E16814500412&nm_mc=AFC-C8JunctionCA&cm_mmc=AFC-C8JunctionCA-_-na-_-na-_-na&AID=10592396&PID=3938566&utm_medium=affiliates&utm_source=afc-%zn
However, if that's to Much for the PSU to handle or not a Proper Low Profile, then How About a GT 1030? There's a Few Options of those Listed as Low Profile for ~$90 (Gigabyte Silent Low Profile & EVGA SC Low Profile):
http://www.vuugo.com/gigabyte-video-cards-GV-N1030SL-2GL.html?tracking=5108053939762
https://www.memoryexpress.com/Products/MX66875
up to $110 (EVGA LP):
http://www.shoprbc.com/ca/shop/product_details.php?pid=30566931

For Reference, This is the Computer it'll be going in: https://www.newegg.ca/Product/Product.aspx?Item=9SIA9V53SU8460&nm_mc=KNC-GoogleAdwordsCAMKPL-PC&cm_mmc=KNC-GoogleAdwordsCAMKPL-PC-_-pla-_-Desktop+PC-_-9SIA9V53SU8460&gclid=CjwKCAiAx57RBRBkEiwA8yZdUFXu0IbqzPkxnwqal5E7wz2lf6yYmS4YgrBmXlphN1rn7_bUiHy8fhoCCCIQAvD_BwE

Also, For the Time Being, How Big of a Improvement do you think Upgrading the RAM would make for iGPU Performance? I Have 4GB (2x2GB) of 1333MHz CL7 I Just Upgraded from Last Week that would likely be Faster than Whatever RAM it Came With. For WoW Leagon Performance He's Currently Getting as is, at 720p (1280x720) at Graphics Setting 2 or 3, He Gets ~25FPS Traveling Around but in Fights/Dungeons he only gets like ~5FPS.
