My brother is going to be giving me money to start saving to build/upgrade his 10 year old HP prebuilt & I would like opinions on what I come up with, Budget is around $400 Canadian:

Windows Vista Home Premium (32 Bit I Think)
Core 2 Quad Q6600 @ 2.4GHz, 8MB L2 Cache, 1066MHz FSB
Zotac GTX 750 1GB
3GB DDR2 RAM (2x 1GB, 2x 512MB)
40" (I Think) 1080p Smart TV

Won't be OCed so stock cooler should be OK, I have a unused stock cooler for a FX-4100 if it'll fit & work better.
I currently have 4GB (2x2GB) of G.Skill Ripsaws X 1333 CL7 in my computer, I plan on upgrading to 16GB (2x8GB) of 1866 CL9 so it could use the 4GB I Currently have.
For storage, I'm thinking maybe reuse the old HDD or maybe buy a new 1TB WD Blue depending on cost of everything else in budget.
For GPU, either reuse the GTX 750 1GB or I have a Radeon HD 6970 2GB I upgraded from last year (if the GTX 750 is reused, then money could be saved by going with a less powerful PSU, the one I chose is assuming I use the HD 6970 as it should perform better that the GTX 750)
The optical drive will be reused, not that it's currently being used much I think, would likely be used to install Windows mainly.
As for OS, someone he works with got a friend who could install Windows 7 for $60, although If there's a good store/site that's 100% legit authorized by Microsoft to sell keys, I have a Windows 7 Home Premium 64 Bit SP1 CD from when I bought it ($125 back in like 2014) for my computer, so I could install it for him if I could get a good, safe, legit key.
Will mainly be used for playing WoW & watching movies, but I may be able to convert him from WoW to FFXIV
