Win10 manages my pagefile but it is using only 2GB ram?? Size too small, should I enter custom values? I have 16gb ram memory....

When I had 16GB RAM, I had the pagefile manually set to 1GB min/max.
Now that I have 32GB RAM, it is the same.

Zero performance issues.

I am asking this because I think that can be cause of my stutter in games (strange problem, stutter after load, like some kind of memory causes problem). Like this in Mafia 2:

When game is loaded I got 60fps ( I waited 5mn in place, game is always on 60fps - vsync) and in this case when I move mouse I got fps drop and small stutter, after that is ok.

I noticed if I turn Vsync off I have fps around 100 and when I move mouse fps fall to around 70 and I got stutter. When vsync is off fps from stable 60 will fall to ~47. Regarding that fps drop/stutter will always happen and even is it is way above 60hz.

Try just letting Windows adjust the pagefile automatically. In the past the pagefile was the same size as the ram, but that's probably not necessary any more.
