What is the difference between these two smart TV ?

Refresh rate: The refresh rate refers to the to the number of frames a television can show per second. It's measured in Hertz, which is a unit of frequency. A TV with a 60Hz refresh rate can display 60 images per second.

Is it an advantage? Depends on one thing..

Are you just going to use this TV as an TV and not a gaming monitor connected to an PC.

If answer is yes then no there is no advantage since regular movies are filmed at 24 fps.
High frame rate (HFR) films are filmed at 48 fps.
Regular TV shows is around 30 fps.

On a side note. If it reads: 200 Hz refresh rate!!! you can be pretty sure you can cut that in half and you get the real refresh rate.
Every TV manufacturer uses made-up numbers to exaggerate the refresh rates of their TVs. Samsung's Motion Rate, Sony's MotionFlow XR, LG's TruMotion and Vizio's Effective Refresh Rate aren't accurate numbers for refresh rate, but nowadays most of them are simply double the real thing, making it easy to convert.

Flashy numbers most of the time is just that... flashy... nothing else.
