Malware keeps changing proxy settings

Scanned with malwarebytes Premium. I need to edit the registry to fix it and don't know how to make keys read only. The keys and run commands I used are:

reg add "HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings" /v ProxyEnable /t REG_DWORD /d 0 /f

reg delete "HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings" /v ProxyServer /f

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\CurrentVersion\Internet Settings:

ProxySettingsPerUser=1

Security_HKLM_only=0

Running those commands and toggling those registry entries alleviates the malware problem for a few hours.

I didn't find any startup items. Malwarebytes reports as clean. Cleared temp folders, ran ccleaner, et cetera. Windows 10, legit key.

Can't change LAN settings in "Internet Options". Internet Explorer is disabled.

This is my Toshiba P70-a laptop. Original OS Windows 8, took the 500GB drive out, slapped a 32gb SSD and a 1TB secondary.

Well it doesn't matter now because the laptop stopped working. It was flaky before (charge port and power button) but refuses to work now...Just gonna buy another.
