Cant Factory install windows 10

Hello

I have an issue with my PC, i think I've been ratted and i want to factory reset my PC. I downloaded a tool from Microsoft called "Refresh Windows Tool.exe" From this page: https://www.microsoft.com/en-us/software-download/windows10startfresh i ran it 1 time and during the installation process it says something like "Couldn't complete this installation" Cant quite remember sorry. I tried also though windows its self like through start>settings>Recovery>Reset this PC but gave me the same error message, im not sure if the rat is preventing this from running.
any help is appreciated.

I did, i ran malwarebytes, I have a hard wired internet connection 200mbps Download speed. I can get to the desktop thats were im running the application from.

Reset, repair etc are useless. If you need to save your old os use disk2vhd to convert it to a vhd, then use easybcd to add the vhd to your boot menu (make sure you use easybcd (run as admin while making changes to boot options) don't want your bootloader to get deleted when you format your win drive, This will give you an exact bootable copy of your current os in a single file (a recovery option nice to have regardless)

Reboot into your vhd os then you can format the old drive and do a clean install, mount the old os vhd in the new install to access your old data.

Install issues, usb error 1st use a usb 2 not 3 port, if it has an issue try unplug/replug drive @ error.

Deep snit trick, "cd driver not found" c please install driver" Great I don't even own a cd drive but it refuses to install without a driver for one ;-(

So lets search every driver install option the installer has and you still it can't find the driver??

Now what?

Well being a brilliant comp. tech you have used this command

Export-WindowsDriver -Online -Destination X:\Drivers
(REPLACE X with your drive letter)

to export all of your current drivers to a drive accessible during the install. You will still need to hunt down the correct driver, but as opposed to hunting the install media for drivers for something that might exist, if you have your old drivers you know the right driver is there someplace..

Im sorry, im good with computer but i have no idea what you just said LOL. Im trying something right now from Microsoft and ill see if it works.

It seems EVERY-TIME I try to install windows lately, by any media or method I get:

"A media driver your computer needs is missing. This could be a DVD,USB or hard disk driver. If you have CD, DVD or USB flash drive on it, please insert it now"

Maybe we are all so special that MS has built each of us our own personal he||, if so then ignore my post, but if you accidentally wander into MY personal he|| then I would take a swing at "makesencifying" it 4 U..

The vhd thing is well worth learning, less than 10 clicks + copying time any you have a fully functioning bootable backup of your current os..

I means when ever I try to use any of the current windows recovery tools they inevitably fail, and not once, twice but DOZENS of times. You can bang your head with with these "tools" but it's usually faster, easier and give a better result to just bite the bullet start from scratch.

Of course even biting the bullet isn't easy when microsoft can't even make it though the most basic of installs.. But at least the error messages are helpful. The sad thing is I've run into most if not all of these..
