I cannot decide to do an upgade or a full new build..My goal is to stream in atleast 720p60 if not 1080p60 AND to have maybe spotify open while playing Destiny 2 on PC with Medium-High Graphics. If i'm not on Destiny, I will be streaming my Xbox One which will obviously take things down a notch.

My GPU is clocked at 1.2ghz core and 1.6ghz memory running smooth at 70 Celsius under max load.

CPU is EZ-OC at 3.3ghz (ASrock offer's turbo mode when the CPU needs it, nothing like an actual OC though)
___________
This is my build now:

PCPartPicker part list: https://pcpartpicker.com/list/vvGkFd
CPU: Intel - Core i5-4440 3.1GHz Quad-Core Processor
Motherboard: ASRock - H97 PRO4 ATX LGA1150 Motherboard
Memory: G.Skill - Ripjaws X Series 8GB (2 x 4GB) DDR3-1866 Memory
Storage: Toshiba - 1TB 3.5" 7200RPM Internal Hard Drive
Storage: Patriot Torch 256GB SDD booting Windows 7 Pro
Video Card: PowerColor - Radeon R9 280 3GB TurboDuo Video Card
Case: Corsair - SPEC-03 White ATX Mid Tower Case
Power Supply: Corsair - CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply
(I am streaming from my Xbox using a Elgato HD60Pro)
__________

Here are a few options of replacing i've came up with after sleepless nights of thoughts and trying to have the lowest cost budget for this black friday as possible.

If I sell the unit, I will put that towards the cost of a new so keep that in mind when comparing to upgrading..

THANK YOU!

Have you considered simply updating the cpu to a I7-4790K?
No. you can't overclock with H97, but it runs very well at stock.
I5-4400 passmark is 6468/1877
I7-4790K is 11198/2430.

Your CX600 psu is not highly regarded, but so long as it is doing the job, keep it.
GTX1060 needs less power than your R9-280.

Going to 16gb would not hurt either.

Just the CPU, no. But I may invest in that..

My only concern with selling the machine and building a new one is that if I sell it for say..i don't know $400usd, I could build one of the two above machines for the same price as upgrading with what you mentioned but having more Core's, newer MoBo and RAM speed while using a 1060.

I don't know if i'm answering my own question or i'm over thinking it or what.

I appreciate the insight very much.

I7-4790K is really expensive because they are the fastest CPUs that can fit in that socket MB. Your are talking $300+ for a new one, and any used one has seen a lot of voltage and OC. The i7-4790K does compete nicely with modern AMD CPUs, but $300+ into 5 year old MB seems risky.

An intel i5-8400 with a decent MB is roughly the same price and faster (i5-8400 $200 list, $100 MB, $80 DDR4) vs (i7-4970K $362.99 today on amazon), and might show up on a black friday sale (in my dreams). . http://cpu.userbenchmark.com/Compare/Intel-Core-i7-4790K-vs-Intel-Core-i5-8400/2384vs3939

I like the Core i5-8600K build if you are buying today. Where did you get $250 as a price?? I see $280-$300 or out of stock..

One change: I would get a 3TB or larger spinning drive not the 1TB drive. 3T or larger drives are faster than 1TB because they spin at the same speed but the bits are denser so they come off faster. And you may end up needing the room. I'd use the Seasonic with the intel build. Not sure why your DD4 memory choices costs more in the intel build, Ryzen needs fast memory more than Intel.

There was an ad for it I believe at MicroCenter for this Black Friday at 249.99 along with the R7-1700 and i7-7700k but the i5-8300k seems to demolish both of those at OC speeds.

Good thinking about the hard drives, I will certainly need more space.

Will the Intel handle streaming/encoding if my GPU is rendering a game im playing? Because if i'm streaming console and not playing games on the PC, I will use the GPU to encode the stream.

I was just unsure to go Intel or AMD because of the Cores/Theading along with the fact that AMD is offering chipset support for atleast 3 years and Intels newest chip will require a new MoBo next year.

Should I be running DDR4-3000 minimum for the Ryzen? I normally wouldn't try and cut corners but I am trying to make the most out of the cards currently being delt financially.
